I am still waiting after submitting photo and address in September. I can see the COPR document number and expiry in the PR Status Checker, but my photo and mailing address are still "In Review" in the PR card portal.
Does anyone know if I can apply for a SIN with just the COPR document number? Am I allowed to start work since I can now see that the document has been generated somewhere? I still have not received eCOPR via email or regular mail.

Yes you can. Apply for SIN, start work, apply for medical card, drivers licence. Read the email again it says the same. You need to download it quickly it will disapper soon from portal as it has validity.
No, you need your e-COPR document. On the document, there will be a signature of the officer responsible for it.
Thanks for your reply! But I cannot download my COPR anywhere that I can see. When I hover over the spot in the PR Portal that says "Permanent Resident (PR) Card / PR Travel Document" I cannot click on it. And I didn't receive an email with the eCOPR as an attachment. I'm wondering if they sent it to the wrong email?
Did you checked your spam as well? When did you replied to the golden email?
Actually happened with a friend who happened to stumble upon checking the reply to golden email and observed misspelling a letter in the email address.
