COPR wait time query

I'm currently awaiting for the COPR for almost 3 weeks to be sent from London...
Is this normal?

Sometimes it takes 4-6 weeks. I believe it might be delayed due to Canada Post strikes as well.

No , Canada Post is not on strike yet. Everything is going normal right now
