So i need visitor visa on top of my copr and prv then get travel authorization?
COPR has nothing to do with this. Yes, you need a visitor visa and then your sibling/parent applies for written authorization. Not knowing where you are from it could take months.

if you received COPR before March 18, you can travel. COPRs issued after that time, you can’t travel.

Hi there, my CoPR was issued in May 2020 and is expiring in April 2021. Per my understanding on the above link, there is nothing I can do except to wait for new policy on CoPR issued after Mar 18, right?
There is a webform process to get authorization letter to travel but that is for CoPR issued before Mar 18.

Correct, when borders re-open then most likely IRCC will notify all with expired COPRs on how to enter Canada.

Thank you for your prompt reply. There is one more issue: the passports of my kids are also expiring in April 2021. Shall we renew the passports to ensure we are able to travel once the border is re-open later? However, how to update the CoPR (tied to current passports nos)?

Good idea to update passports.
 
We update the passports which will issue new passport nos. Will this invalidate the CoPR (as it contains current passports nos)?Thanks.

I do not know for certain but believe some here have said that was accepted with physical old passports in hand. Note may be more complex if not from a visa waiver country. Also good to check with the airline.

But: if in contact with IRCC/visa office, would be preferable if you could get document specifically stating this (with new passport numbers etc).

Did anyone check the exempted list of jobs who are eligible to land during restrictions?
 
As commented earlier people with job offer can travel if they are essential skills even COPR is post 18th march 2020, that's what we have understood. Regarding your question, if you are an immediate family member or extended you don't need a visitor visa, you can travel on your COPR.
 
Essential workers travelling to Canada, this includes: officials of a foreign government (including border service officers, immigration enforcement officers, law enforcement and correctional officers, who are escorting individuals travelling to or from Canada for a legal process such as deportation, extradition or international transfer of offenders), technicians or specialists specified by government authorities, personnel to support critical infrastructure (energy and utilities, information and communication technologies, finance, health, food, water, transportation, safety, government and manufacturing), business travelers for after-sales services, temporary workers entering for 15 or 30 days, and workers required for urgent repairs. A letter of approval issued by Canada is no longer required for these passengers;

I have added all the documents like my passport with my mom's name on it, my mom's passport her PR card other docs. Not sure what more they are expecting.

So you have COPR but you also have a valid visitor visa or applied for one.
