CoPR to Landing

Hi there,

I from India, got my CoPR in November and moving to Canada in 10 days. I have a 23 hr layover in LHR, UK. Can I go into the city before my next flight?

Based on the information provided, the UK Immigration site says I can.

Can someone shed some light on this?

From what I understand on that page, border security should let you go in the city without any visa.
