Otherwise you cannot enter Canada with your COPR yet due to the pandemic.
Travel restrictions apply unless you are reuniting with immediate family.

I am in a similar situation, got the CoPR and visa in Oct 2020.
it's very ironic that I only realized that I couldn't go to Canada for landing after I just bought the air tickets to fly in April for my whole family. not cheap for 4 tickets, and I don't know what to do with them. cancel or leave it to wait for the policy to change before April.

You would rather cancel the tickets and refund whatever they give you back before it's too late and loose the whole amount. Otherwise take the risk and bid on new instructions from IRCC to be announced soon before your tickets expire.
Got my CoPR Oct 2020 issued Sept 18, 2020 (AIPP approved thru Employer Driven) expired last Feb 02, 2021. I was denied on board last Jan13, 2021, as i am not fully aware of the restriction for PR, that only PR with immediate family member are allowed to travel at this time.
I requested travel exemption nearby a month ago, still got no reply, as well as request for visa extension.
Is there a chance for me to be exempted and to be categorize as essential worker (NOC9463)? if so, is there other channel for me to raise my concern?

How are you eligible for a travel exemption? Do you have extended family in Canada or living in the US? Those are the only exemptions to travel on your COPR. A job is not considered unless you had a work permit.
