COPR not received will expire in 3 weeks

Hello
I am not in Canada when my PR got approved - CEC Inland application. I was not able to receive any response from my web form query if they will issue me the COPR document but on the tracker it says COPR is expiring a day before my Medical Expires. I am from a Country that can apply for ETA. Can I come back to Canada using ETA instead? Would that be an issue in the immigration?

If COPR has not been issued, you can travel to Canada with the ETA, no problem. However, during the portal request stage, did you indicate that you were inside or outside of Canada? That answer determines when and how they will issue the COPR.

I indicated that I was outside Canada and that I have no Visa to come back to Canada. But no response still as of this moment. PR was approved last August 25..

Then travelling to Canada will not help the process, especially if you are without a visa and reason to be in the country (study/work/visitor permit). Since you indicated that you are outside, they will complete the process using your closes Canadian Embassy. Since COPR is tied to the valid date on the medical, if expired before issue, they could waive doing a new medical or order you to do a new one. All you can do now is wait for the ready for visa letter to indicate the embassy date and all.
