Complicated situation so I will just ask a simple question:

When they send you a COPR how long is the expiry?

The reason i'm asking is they send the COPR to the wrong address. My wife finally received it 3 months late. (today)

She is in korea now and i'm in Vancouver.

Can anyone tell me what we do next?

The expiry date is generally one year from the date of the medical exam.
 
What does the expiry date say? If it's expired, contact the VO immediately and explain the situation. They may be able to re-issue one.
There is a chance you might have to reapply.
 
There is an expiry date on the CoPR. For my husband's it was about a month or so after the expiry of his medical exam.

The expiry date is printed directly on the COPR. If it is already expired, contact CIC immediately to inform them of this and you might be able to have new COPR issued based on the wrong address issue. If she does not land by the expiry date of her COPR then you will need to begin the process again as they just assume you opted to not come to Canada and close the case out.
 
Yikes! Crap... Yes i'm sending a letter of explanation with a formal letter from DHL explaining their part in it.

So the CIC sent the COPR to the wrong address....and how did it eventually reach your wife then? Since it finally reached your wife after 3 months, doesn't it mean that the CIC finally realised about the wrong address (otherwise it wouldn't have reached her?) and made the necessary correction, and extended the expiry date?
 
It was not wrong address. My wife's parents live in a small village. DHL does not deliver there. They contracted out to a smaller service. These people somehow made a mistake. It was signed as 'confirmed delivery'. However, my wife was in Canada at the time it was signed under her own name in Korea. So circumstances are strange. It was kept in the DHL office for 3 months collecting dust. CIC sent me the DHL 'confirmation' letter by email. This had the tracking code; that is why my wife was able to track it down.

By wrong address I mean, specifically, the address we have on the CIC website for delivery is our Canadian address, both my wife and I individually. Why they sent it to korea, I don't know. Apparently, they do not look at their own website.

they sent the COPR to the old address last May.
apparently, whoever received the letter lost it.
If the COPR expires after one year of the medicals, likely yesterday was the last day available to land.

what should I do? send immediately a letter to CPC-CTD ottawa? any alternative office?

you need to send a case specific inquiry to your visa office and inform them you never received the copr. there's a good chance the expiry date is past the medical anniversary date (mine was 3 weeks over). AND get your MP involved, so they can help get a new one issued and your file doesn't get closed!!!

If it was me, I would go to MP Monday morning to discuss. Not acceptable

Member of Parliament. google how to find my mp and input the sponsor's postal code to find contact info.

Vienna sent my COPR to the old address as well although they had the new one on file for almost 1 year. I only found this out because I contacted Vienna about my DM.
