Do dependent children of approved COPR for immediate family members (parent sponsorship) need an authorization letter from IRCC to enter Canada?

Could you clarify your question - you are a COPR holder, but have not yet landed? Under what program did you get COPR (Family sponsorship)? Were the children declared as non-accompanying? Do they have visas or from visa waiver country?

Hi Sorry

I sponsored my parents (who have a dependent child) and they got their passport request finally. The child was declared as accompanying and is part of the application
My question is: Under travel exemptions, I know my parents are allowed to enter Canada. However, will their dependent child also be allowed or does that child need IRCC authorization letter?

As you might have guessed, the dependent child is my sibling.

If the child was listed as accompanying, the sibling will also get COPR and should be able to enter in own right (as long as with or after the principal applicant). Is immediate family member of the parents at any rate so will be allowed to enter.

Thank you so much. I hope that is the case. I called a couple of consultants and everyone is giving a different answer :(...time is very sensitive for medical and visa expiry and waiting for an authorization letter from IRCC is pretty risky. Thank you again for your answer I appreciate it

Best is to check the government website on covid travel restrictions. It seems to me pretty clear that immediate family members can enter with COPR/visa. As I understand your case, she is travelling as dependent/immediate family of the parents, not as sibling. So I don't see why consultants are confused.

The confusion is because the parents haven’t received PR yet so the sibling would not be traveling as the child of a PR. There was another case (@ZOYAMAN13 ) whose brother was able to travel with his parents as apart of PGP with the exact same situation. I believe that there is more flexibility because now extended families can travel before the sibling, as a part of a PGP Application, could technically only come to Canada if they received COPR before a March 18th or when the parents received PR.

Ah, now I see the issue more clearly, thank you. You're right, that is a technical gap (COPR holder not yet PR). It is something the original poster had best clarify - because even under the extended family rules, I believe a separate authorization letter is needed (not very familiar with those procedures).

I would assume now that a dependent would be allowed if the COPR holders (immediate family members of the dependent) can come, and in particular I'd expect at the border they would get the circularity of this - BUT as we know the airlines are to a significant degree the first and most significant hurdle. Perhaps no way to be certain other than to get clarification from consulate/visa office and airline.

[separately this "March 18" limitation has always been a misapprehension in one sense as it does not apply to immediate family members. This has actually seen widespread confusion and originally was poorly explained on the IRCC websites - it has since been modified I believe, but the Order in Council was always clear that the March 18 date was for one group, the immediate family member exemption was a separate exemption and effectively never applied to COPR holders where sponsor was immedate family member, i.e. basically all spousal and dependent children sponsorships.]
