COPR and POE from another province ?

Hi guys ! I'm asking for a friend:

He is currenlty in Montreal Quebec with a work permit (sposored) but he doesn't like his job and neighter the city.
He want to apply with EE and move to BC ones he get the PR.
so the question is, Can he apply from Montreal?
and what happen when he will need to go to the POE? can he get a flight from Montreal-to-Vancouver to activate the PR ?

Others can comment as well but sure if your friend qualifies for EE he can apply. If approved he cannot complete a landing on a Montreal- Vancouver flight given that is a domestic flight so would either need to make an appointment at at IRCC office in BC or travel out/ back into Canada or flagpole at US/BC border.
