They fall under the exemptions mentioned on IRCC's website. They will be considered as my immediate family members. I am a permanent resident in Canada.
Exemption doesn't mean with expired copr they can travel my husband is stuck in india since March 20 and I am a canadian citizen and my file has been re opened in london visa office if that was the case they would let myhusband travel with expired copr

My parents got an email from IRCC that they are supposed to let IRCC know when they are ready to travel. If Vande Bharat flights are running these days, won't they qualify for those?

Nope ..... if it worked they would already give us extension but still waiting for further steps... they have mentioned when international flights resume then we send them webform letting them know ready to travel

If vfs are opened is it possible that they start the process of providing extension so that atleast by the time flights start we have new copr in hand? What do you guys think ?
I also hope for that. I have to pay tuition before 7th of August, which means I will have to pay as an International student. that shatters my budget completely!

Vfs seems to be closed until june 30

Did you see that anywhere?
Nope but am 200% sure that's what they gonna announce cuz in every lockdown it wasn't important to resume vfs .... and lockdown is extended till june 30 anyways

International travel-related news (31 May 2020).

  1. India: International flight operations to remain suspended till midnight of June 30, 2020 says Directorate General of Civil Aviation. A decision on when to resume it would be taken after making an assessment of the situation. Link to article.
  2. Indian Avaiation Minister, Puri, had said last Saturday that by August-September, a 'good percentage' of international flights will begin operation. Link to article.
  3. Indians in Germany elaborate their ordeal on Air India's Vande Bharat flights. Link to Article

Edit: My commiserations to those whose COPRs expire in June.

U must not do that unless ur sure.Ask for deferral.
They would defer my intake for 2021 September and I would loose 1 year. Anyways, I wrote to admission office, if I can get a refund after I get PR (provided that I become PR before start of the lessons). Let's see what they answer next week.

Oh.They are not ready to defer till Jan 21?We really need copr by Aug.It will be huge loss either of money or time.

Unfortunately, my program does not have January intake. Looks like I will have to pay at least for a semester (15K CAD). It would be great if they had made an exception because of the situation, but universities themselves are suffering financially (mine in particular). International Students are a good source of income for them.
I wonder, how long it could take from new PPR till COPR. In normal circumstances it was 2 weeks. Oh...and I hope they won't get us do another medical check.

Just find out by showing your documents whether you are eligible for domestic fee or not?You can show them copr and passport and ask if they can consider u as domestic student as sooner or later ur going to land.
