I think these criteria are established based upon the approval given to these Airline by DGCA. Lufthansa has stated it specifically.

As per the approval given to Lufthansa by the Director General of Civil Aviation, only the following persons shall be allowed to travel on the special repatriation fights......
Yes looks like it is the DGCA intentionally restricting as many Canada bound passengers as they can through such clauses for other airlines, for the straight benefit of VBM (because Air India is allowing COPR's).... Very sad and frustrating ..maybe they have a round of India-Canada flights coming up on Air India..and they want to use the piled up demand for that ..who knows

Yes, I did. After that they re-opened my file and wrote "As your visas have now expired, we will issue new medical exam instructions. Once results are received, we can issue new visas / immigration documents. ". So I recieved an Instruction Letter in my EE Account. Medical IOM is still closed, they don't know when they will reopen.

In how many days did you receive a reply from IRCC for your re-medical?

Hope you can get your medical done soon and fly to Canada.

And you raised the web form for able to travel after flights resumed in your country?
Yes. As soon as first plane depatured to Turkey, I raised a form and wrote to my VO. However, VACs and IOM are still closed, so there is no use of those flights for me.

Surprisingly, my VO answered me within 4 hours. Answer to the webform arrived in 3 days.
Thank you! My task now is not to get sick :) .More people are diagnozed with pneumonia which is COVID negative.

It's been 50 days already since my CoPR has expired, so I am left with 10 days to notify them of my willingness to travel. Is that right? Already raised the web form for unable to travel prior to CoPR expiry and received the reply for same. My visa office is New Delhi. It's closed and airlines are allowing only CoPR approved before March 18. How can we raise web form for being able to travel when in reality we can't?
It's not important to raise the web form within 60 days when ur not able to travel.You can raise it when you feel you can travel.

That is good for you. At least you moved further. You know the next step for getting the VISA. Also, it may take less time at your place to process everything once VAC is open becasue of less people.

There are high chances of getting COVID , during your medical examination, I am not sure why IRCC is asking you to redo it instead of automatically extending it, its not like some disease will appear in your body in a period of 2/3 months again in a lock down !! Looks like delaying tactics or may be your VO has some vested monetary interest with the medical center (after all immigration is a big business).

Can someone point me to where it says that soft-landings are non-essential travels?

As per the travel exemptions page of the IRCC's website, essential travel is defined as "travel for reasons that are non-discretionary and non-optional. The emergency orders under the Quarantine Act do not allow people to travel to Canada for optional or discretionary reasons, such as for tourism, recreation or entertainment."

If I interpret this strictly, a soft-landing (with 14d quarantine) is an essential travel: it is not discretionary and my country has flights to Canada: I have to activate my PR before the deadline.

Can we really be refused entry in Canada because we do a soft-landing?

There are many PR holders and Canadian citizens stuck in India and they are given highest priority on these flights. If you read between the lines they don't want CoPR holders to occupy seats which could be taken by PR holders or Canadian citizens and their families.
I agree to your point that PR holder's and CA citizen's are highest priority but just thinking logically we have about 3-4 airline operating repatriations flights in July and before that we had AI VBM flights running for almost a month and a half so atleast 50% of those PR holders and CA residents have landed in Canada. So I have difficulty understanding why DGCA won't allow COPR holder's on these flights.

Some people were asked to retake medicals before their ppr was issued. But now its possible people can be asymptomatic and they are not aware. hence everyone is asked to re-do medicals
