I have got 5 year visit visa and visited Canada few times. I recently applied for study permit for an Advanced diploma course but my application was turned down as I already got Bsc, Msc and Mba degree.

The new study visa rules states "student who has completed a short-term course or program of study that is a pre-requisite for acceptance at a designated learning institution can switch student visa inside Canada."

Now recently I have been accepted to a university for a Masters program and I am required to do few pre-requisite courses first.

Would you be able to tell me if I will be able to switch to study permit inside Canada after completing those pre-requisite courses.

If you are already in Canada as a visitor, you can apply for a study permit*:

At a Canadian visa office in your home country or in the country where you have been lawfully admitted, or
In person or by mail at the Visa Application Centre in Los Angeles, in the United States.
You may be asked to go for an in person interview at that office. If you have to go for an interview, you must make sure that you have all the required documents to enter that country.

It is your responsibility to verify:

If you need to fill out any additional forms or provide any additional documents, and
How to make a payment. If you send your application by mail, please note that visa offices/application centres do not accept fee payment receipts from banks in Canada.
You can find that information on the responsible office’s website.

You must always keep a legal status in Canada while your application is in process.

*In certain cases, you may be required to give biometrics (fingerprints and photograph). If that is the case, you must apply at a Visa Application Centre.
