Contents of few certificates are both in Tamil and English language.
Contents of Tamil and English language are same.
Do I need to get the Tamil content translated into English to submit it to CIC?

No. I had a birth certificate that was bilingual, and it was accepted without any questions. I got the PER and MR, so I think it was good.

If you want to feel safe attach a small note to those certificates saying the contents of English and non-English are the same.

CIC is aware of bilingual documents so there's no need to provide any translations.
