Hello everyone. So I took CanadianJeepGuys advice, wrote up a letter, called the local MP Bernard Trottier's office, and sent the letter by email and CC'd the Immigration Minister and newsroom @ globeandmail.com

The MP's Office calls me and says because I have forwarded to the Immigration Minister, they will not do anything as the Minister's Office is more equipped to handle the situation! The MP's office gets back to me 24 hours later, and says they will leave it to the Minister's Office which takes 8 to 30 business days to respond? What can I do now??

Here is my timeline:
October 10, 2012: Application to sponsor received by CIC
January 21, 2013: Confirmation that eligibility as sponsor has been met
January 29, 2013: Application received by Manila's Visa Office
June 25, 2013: Request for additional documents (including Marriage Certificate 2nd time and RPRF)
October 01, 2013: Request for further information
November 08, 2013: Online update – We have started processing your application
November 12, 2013: Request for further information

The current 80% processing time for Manila is 14 months on CIC website.

If your app was sent to Manila Jan 29, 2013, then up to today it has not yet been even 12 months. So you are still in "normal" processing time. As such I would not expect any assistance or help from your MP or Minister's office. Once you get beyond 14 months (so around April 2014), then you can ask for more assistance.
Although you might get lucky and they will respond. Also you shoudl order your GCMS notes to see what stage your application is currently in.

As Rob said, you are still within the normal processing time.

Also, 14 months is based on having sent a complete application. Given the fact that they have requested more information from you several times, the VO could very easily say that you didn't send a complete package and therefore even the normal time of 14 months doesn't apply to you.

Actually...you're very lucky that they didn't return your application and tell you to re-submit it [and start over] when it's `complete'.

Broadcasting this to `newsroom at global mail' could put your file `conveniently' on the bottom of the pile, if CIC got wind of that.

Impatience will only be your worst enemy right now.

Hi thanks for the replies.

We were quite frustrated because we did not submit an incomplete application. CIC Mississauga had verified that everything was complete before they sent it to Manila (because they asked us for 1 more signature) before sending it off, thus the delay from 2012 to early 2013.

Then Manila asked us to send our wedding certificate when we had already sent it in the package to Mississauga, so they had lost it.

I don't understand why they could not ask for everything they need all at once, rather than on 3 separate occasions throughout 2013. It just makes absolutely no sense.

I'm frustrated because it's been tough for us financially. My wife lives with me in Toronto with a visitor's visa, she passed the Registered Massage Therapist exams but cannot get a work permit because of the negative labor market opinion for her industry. So we have been surviving on $40,000 household income as I'm the only one with a job.

I did not CC the letter with the newsroom globeandmail to Manila - thank God.
