consultants in canada

Dear friends,
I have got so much knowledge from you all.
I wanna know, there is one consultant in canada whom i know, met her once.
They do this visa thing. I have yet to send my documents to her but i wanna know if she evaluates it and im eligible to go so how do they apply for visa? They apply within Canada or i have to apply from here.
I knew some consultants in chandigarh but they said i can't apply from india because im not residing in india.
Please let me know.

You have to apply for the permit through your residing country.

to apply from any country except from your home country you must have temporary resident visa of that country

I'm citizen of india but im residing in Tanzania since 14 years. I was on student residence permit when unmarried and studying. But this year opened my business so im in business residence permit.
