consultancy fees same as individual fees

i mean consultancies earn commission from the fees we pay to colleges right

But as i seen it the fees we pay through applying as an individual is equal,to one when we apply through a consultant

and they dont charge single penny,so how do they rob us off our money

I think when we apply directly without any help from consultancies, the college gets all the money. When there is a consultancy involved, they take a share as well from the fees.
