Can someone explain what it means when the consulate face book page says

"IRCC New York is finalizing Work Permit (WP) applications received on:
September 12, 2018"

1. Does it mean IRCC new York has the original passport for work permit applications made on 12/9/18?

2. A decision is being made on work permit applications submitted on 12/9/18?

Just trying to get an understanding to be able to establish approximate timelines for our application.
