Consent form to get a Police clearance

Hello, I need some help please.
Im currently working in Singapore and my husband is a Canadian Citizen. I cannot get a police clearance here in Singapore without a request letter from IRCC. I need to submit a consent form along with my application so they can release a request letter for me to get a police clearance. My question is what is the consent form that I need? Thank you.

hi, have you submitted the applications without any police clearance report? how was it now?
My case is almost the same as yours. i am holding Singapore passport too. i have submitted my applications 2 months ago, but it was rejected and mailed back highlighted as missing document of police clearance report!!
