1) How should be an NOC code chosen? Does it "totally" depends upon the responsibilities mentioned under a particular category?
2) Should I write "all" the duties stated under my NOC category in the cover letter from employer for my PR file under CEC?
3) I'll be submitting two PCCs, one of Canada and one of my homecountry. I am going to visit my homecountry for a week in the end of this month. And I am planning to apply under CEC in the month of August. If I get my PCC during that week from a homecountry itself then would it be valid to submit? or should I go to my homecountry's embassy in Canada and do it from there?
4) I am applying under CEC for sure. But I also fall under FSWP. So can I also apply for PR under FSWP simultaneously?

You dont have to submit PCC for Canada. Following is the requirement for PCC

Police certificates

You and your family members who are 18 years of age and older and are not permanent residents or Canadian citizens must provide:

valid police certificate, or
police clearance, or
record of no information.
These documents are to be provided for each country other than Canada, in which you have lived for six (6) consecutive months or longer since reaching the age of 18.

You can also send an email to noc-cnp @ workingincanada.gc.ca. with a description of your duties and explain your question and they can suggest a NOC code for you. When you send in your CEC application attach the email response with the suggested NOC code so that your case worker understands why you chose that code.

I did this and they responded with a NOC code within 2 business days.

officially - duties and responsibilities only. Unofficially - if the wage/salary is not in the same range, it may be a 'red flag' to the VO that something is wrong. Also - for a few occupations, there may be a higher skilled and lower skilled version of the NOC between which can sometimes be difficult to distinguish - some of these other factors may be considered in that case.

A very few occupations (regulated occupations, like doctor or nurse) require specific education and certification.

You should take your job description (as provided by your employer) or write your duties with the assistance of your employer. Then find the corresponding NOC.

It may not be credible if it looks like you just copied and pasted the NOC description.

If you mean the end of April, then it may be too soon to get the PCC - it cannot be more than 3 months old when you submit your CEC application. But it won't hurt to get it.
