I just read this following article mentioning ease in requirement for the income for year 2020.

My understanding till now regarding this program is :-

I am supposed to provide NOA for the last three years which would be 2017,2018 and 2019 because NOA for the year 2017 would be available in 2018 and so on.
Does the above article regarding ease in income in year 2020 due to COVID, for people sponsoring next year?
 
As the NOA for the current year won't be available till next year and they can't count this year's income for the program either eay unless I am wrong.

Based on how it reads, there will be no easing of the requirements for 2017, 2018 and 2019 for the intake of applications that is opening this month.

There will be an easing of requriements for the 2020 year which will take effect next year when the program opens for 2021. Based on how the announcement reads, the easing in income requirements will only be for the 2020 year and not previous years. This makes sense since previous years were not impacted by the pandemic.

Correct. 2020 won't count for this year's program. You will need to meet income requirements for 2017, 2018 and 2019 to qualify for this year's program.

I agree. The whole thing isn't entirely clear. In my opinion they did both at once because they are accepting a limited number of applications this year and they know people are already thinking ahead to next year and will be worried about their 2020 income. That's my perspective. We'll need to wait for more details to be published.
 
I am feeling it would be touch a little bit this year because of 10k limited seats.
 
I would like to sponsor my parents. I got a baby in 2019. Total number of members in my family is 5 (my wife, baby, father, mother and myself). I supposed to provide NOA for 2017, 2018, 2019. My question is that does my 2017 income should be above the basic annual income required for 5 members of a family unit?

If things work the way they did in 2018/2019 then I believe you would only be considered a family of 5 in 2019 when the baby was born but would be considered a family of 4 for 2018, 2017.

I heard that NOA from 2018 2019 will be required and then when 2020 NOC is availabke they will ask for it or they will have it from CRA with your permission

I have never seen IRCC communicate with CRA directly on this.

usually you provide the information. CRA has nothing to do with it.
