Confusion regarding OONP_need advice

Hi all,

I am sitting in the express entry pool with 473 points.
I got OONP PT couple of days back.
My confusion is,
should I go ahead and apply for OONP or wait for next draw (because OONP will cost me 1500 CAD + 3 months extra processing time and the fees is not refundable under any circumstances)
But if the next draw points come down, I may get an invitation (since the last draw point was 482).
Also there is an worry about quota getting filled for OONP if I wait too long. And I read from their site that they will still charge us even if quota is filled.
Please advice me your expert opinions.

If my score was 473, without doubt I would wait for the next draw. The scores will eventually come down to 473 at some points.
BTW I don't think Ontario will charge us if quota is filled. Once they receive enough applications, they will not process any other application and return them all. They did the same to last CEC applications before express entry was launched.

But I saw from the below link (under common questions - 3rd question) that they will charge even if quota is reached and then they will process it for next calendar year.
