I agree it's impossible to say, but my guess is that after adding his new wife the VO is re-processing his application and may issue the visa to both. To the best of my knowledge the OP hasn't actually submitted the forms to add his wife to the application. He just notified the VO that his family composition has changed. And this was after being refused landing. So CIC may allow the application to proceed or they may refused it based on his failure to inform the VO of the change in family composition ahead of landing.
