There is no 3 out of 5 year rule for citizenship.

The current rule is 3 years of residency in Canada out of the last 4 years. Yes - once the new rule comes into play, it will be 4 years out of the last six.

Whether you fall under the new rules or the old rules depends on when you submit your citizenship application. Assuming CIC begins applying this law this summer as expected, anyone who submits their citizenship application before will fall under the old rules. Anyone who submits their application afterwards will fall under the new.

The new rule has not be implemented yet, so if you are eligible as per older rule (You must have resided in Canada for at least three years i.e. 1,095 days in the past four years before you apply.) you can definitely send your application

Yup, it depends on when you landed in Canada

Not only you may need to wait an additional year, you must also maintain your residency in Canada after you submit your application until you obtain citizenship and I don't mean PR RO. I mean physical residency in Canada.

According to your profile Aries, you have not even landed..Correct?
I think Aries forgot to update the actual landing date. We are talking 2 years after they request passport. Listed June 2012 as date of getting visa, assuming COPR.

I'd landed in 2012. I forgot to update my Profile...Let me do that..I have been in and out of states for work related tasks..thats the reason..! then few more travels such as 2- 3 days to states..all the while...that's the reason..I wouldn't be able to send my application anytime soon until I makeup for those days..Im a bit upset about the situation and it's kinda confusing to me...with the new law that gets in effect or even if it's the same.

How do you know that you won't be eligible when the cut off date is still a mystery?

The OP said that he/she is not even close to the 1095 required come June. Unless the OP can state when on what date he/she reached the 1095 days required do we have an idea of whether the OP can apply under old rule or not.

If the OP qualify in June/July time-frame, we can say he/she has a slim chance of making it. If it's August or later, chances are OP be applying under new rule.

What does OP stands for ? but reading your comments, it looks like you are talking about me.

The reason is that..I went to states for 3 months..and there goes 90 days..then came back in October...and then went back to states for another 3 months..90 days.. :( for work. This was in 2012 ...though I have had a temporary residence in British Columbia to have my any mails delivered up there and a PO Box Address...but I really don't have any lease for those time period except the PO Box from Canada Post, while I was still in states.

And Im not sure if PO Box lease would be of any help.

My way of thinking is that until the Governor announce the cut off date, everybody has a chance, because the division line is not there yet.

OP means original poster. That's you who made the original thread post.

The po box means nothing in proving you are in Canada. Your passport entrance and exit records between US and Canada will be proof of when and how long you been in Canada physically.
