Why would CHC send out a "RQ" residency Questionnaire to a person/sponsor if he/she is already is a citizen (by birth) and has spent all his/her life in Canada?

Why would CHC send out a "RQ" residency Questionnaire to a person/sponsor if he/she is already is a citizen (by birth) and has spent all his/her life in Canada?

When we sent our application in we did not only show proof that I (principal applicant) has stayed in the condo for more than 12 months, but also for the sponsor. If you did not do this, it is possible they sent you that questionnaire just to verify that you stayed at the same address (even though you might own it). I would gather some bills
