Confusing about "A background check is needed"

Hello guys,
I applied SINP PR a couple month ago, and got my AOR at 06/05/2016 (inland). I linked my application to myCIC account and found that the "A background check is needed" changed to "In Progress" already! I'm so confuse because as I learned from others experience, the background check should change to "in progress" after medical check pass, and I haven't get MR yet (of course).
so, is it normal?

My application is AOR at May 15 2016, and my background is in process too

usually inland gets MR last and outland gets MR first. It's normal.
