No, they do not. They always have the option of applying outland - either with the visa office responsible for their country or with the visa office responsible for their country of residence if they had been admitted there for at least one year. I think if he applies in Canada he can have problems leaving, but if he's applying outside he can come and go as usual.spouse said:Great!
