confused.

I am in the process of sponsoring my husband from Jamaica to canada CIC emailed my that his
application was sent to kingston jamaica for processing however he recieved an email that his
file was transfered to the embassy in port of spain trinidad and tobago for processing and they are
requesting additional documents of how wecommunicate and all that..is it normal for this to happen
I thought his papers would be processed in jamaica since they have their own embassy....has this happened
to anyone else on here...pls help I am confused.
