I'm not asking if I should send or not, I'm going to regardless. I'm just trying to figure out what is happening.You have the option of not sending your passport and then being refused for not complying with a request, I suppose.

This isn't a passport request for the final processing of your application. This looks like an additional documents request, which means that you may not have provided a clear copy of the passport in the initial application. But it's important to know the first few sentences.

Was the passport valid when you submitted the initial copies? They are asking to review the passport. You can scan in every page and email it to the email on the form. The copy you submitted may not have been clear enough for them to read.

I think what has been requested at the top of the Page 1 is the original passport of the applicant. The rest of the instructions are just generic instructions that go out probably with most letters that they send out? It also mentions how to obtain a PCC, whereas in this case PCC has not been requested at all.
I feel that they are asking for the original passport.
@Canadabanana is the Principal Applicant currently in Canada or resides in Canada? What is his/her country of nationality?
Ok, then just email it to them asap and call them after 2-3 days and ask if they have received it and ask if that is all they wanted for now.It came highlighted. PA is American, living in America.
