Google is your friend. Google CRNE and the province's nursing association where you wish to write the test. Note that you will require a TRV (visitor visa) to get to Canada to write it.
 
There are some live-in caregivers here who r nurses too...Some stayed in the program some shifted to skilled..its not just being a nanny the easiest way to get here,,its even a kinda longer wait if u start from phils..there r other jobs here too which requires temporary work permit but lesser processing time in the philippines,,e.g. 6 months..(LICs in PHI processing time is more than a yr).. I mean u could get job in other areas temporarily which could bring you faster here(cheaper) then when u get here,,do everything u wanna do to shift to skilled work(nurse)..then after a yr of skilled work u can apply for PR..I know you want ARRANGED EMPLOYMENT so you dont have to show funds,,its only good if you know some1 or u hav relatives here...

I'm one of those nurses who worked as a caregiver :) I love it though....
