Confused over process for application - spouse sponsorship Quebec

Hi all,
I understood that we should send both the sponsor and applicant applications off together, then do the spouse and applicants requirements for Quebec after getting the initial sponsor approval. However, I've been told that we should send ONLY the sponsorship forms, then do the Quebec side of things, THEN send the applicant's application. Which process is correct please?

Also, to add to my confusion, my country guide says to send the medical up-front, along with the application. But, when I booked the medical the panel physician told me I should have forms from Citizenship and Immigration Canada, with a unique client number and a bar code. He said that these are only given after the sponsorship is approved and that I cannot have a medical without these.
So, do I send off the applications and wait (hope) to get the form needed for the medical or is the panel physician wrong?

I don't know whether I am supposed to follow the checklist (and, if so, how I get the medical done before I have a bar code and unique client number) or what???!!!! Its realy confusing!

Ok - a lot of confusing and wrong information.

Prepare your application, and send all the forms + medicals + fees altogether. Once stage 1 is approved, CIC will send you a letter, and you send that to Quebec to get the CSQ. THe CSQ is issued in general about 30 days after being asked for, so it reaches your Visa office, and you, when your file is not even open for stage 2 - so there is no delay.

Do the medical up-front. Call back the doctor, explain that you're doing family sponsorship, and hence do not require a barcode with a number etc from CIC. Some other categories need a form from CIC, not spousal. So explain that to them, and if they don't understand - choose another doctor on the panel.

Follow the checklist, that's the correct one, the doctor is confused (he deals with CIC so maybe he has an excuse that way!).

Hehe, I am finding that most of the panel doctors in New Zealand are confused. It seems dazed and confused are normal states when dealing with CIC ;)
Thanks for the advice, Sweden. I think I have found a not-quite-so-confused panel doctor now.

Are you saying that we also have to send the quebec forms along with the federal ones (stage 1)? Thanks

No. You send off the complete federal application (both the sponsor's application and the application for the sponsored spouse). When stage one is completed by CIC the sponsor should, all going well, get conditional approval. CIC will send a letter (or email it if you choose to receive notifications via email) telling you to start the Quebec applications. You must include this letter with the applications to MICC (Quebec). MICC will then process it and around a month later you will get notification of their decision. If approved, they will fax a copy of the CSQ to the visa office that is processing the sponsored persons application and CIC then start processing that application.
