Confused. Is this my PPR?

Hi. I got following email from VO.

WHAT ARE WE REQUESTING?
- Completion of the medical examination for yourself, your spouse and your dependent children
- Payment of the Right of Permanent Residence Fee for yourself (if applicable), if it has not already been paid. The amount is $ 490 CAD per person.
- A copy of all pages of passport for yourself, your spouse and your accompanying dependent children

With first two lines it is clear. That's the MR add the Permanent Residence Fee.
But what is the third line? Is this so called Passport Request (PPR)? Or the actual PPR will be later on?
Do they request the real passport or only it's copy during actual PPR?

they asking for copies which is normal, if it's PPR they will ask for original, but even you didn't make medical exam to ask for PPR

For MR they require first two and last two bio pages only.
