I am a permanent resident of Canada and I have 2 brothers and a mother and father who are permanent residents of Canada. Can I sponsor my uncle from Nigeria over here under the Family Class Sponsorship? If not, are there any other ways I can sponsor him or will he have to submit his own application using the Skilled Worker? Thanks.
 
You cannot sponsor your uncle. The CIC homepage says this:
You can sponsor one relative regardless of age or relationship only if you do not have a living spouse or common-law partner, conjugal partner, a son or daughter, parent, grandparent, sibling, uncle, aunt, nephew or niece who could be sponsored as a member of the family class, and you do not have any relative who is a Canadian citizen or a permanent resident or registered as an Indian under the Indian Act.

There might be a provincial program, but I don't know that much about them.

If you are in a province where the "family stream" sponsorship is allowed then you can, but I think your uncle must also qualify.
