Hi, I will be applying for my Canadian immigration and residing out of Canada. As I understand after reading through all the information, that the CRS score increases if I have a Provincial Nomination but the PNP's require a job offer. However, I could not see companies or job boards advertising for foreign workers. The question is, how may I increase my CRS score if I cannot get a job offer and, apparently, to get a job offer, I need to be in Canada. But I cannot be there unless I have a PR or work permit which I cannot get unless I have a job offer... It's going around in circles. I know my understanding is at fault and will be grateful if someone can clear that up. (I have a Masters in Computer Science and more than 25 years of experience in the field).
Thank you for your time - Regards

little tough to get Job offer from outside Canada. And it's seems experts in the field possible get job offer But very rare. if you able to keep searching through Canada job source website, and make more networking with people and employer in Canada. keep apply your C.V to many companies. Do you know? the main reason that it's hard to get job offer from outside Canada, because employers have got make sure there is no other Canadian/PR who can do that job. It takes many months to get a job LMIA done. But unfortunately it can be happened once you arrive there you might not work fo them so employers don't want to bet on unknown candidates. Some people have contacted and apply with C.V to countless Companies but result turn out with this stats.. that "we regret to inform you after carefully review your Resume we unable to hire from Outside Canada" this is the main reason.
So have patience and wait InShAllah first try to get ITA From EE System. If your CRS is low may be you can come for masters and then try for PNP that route.

You can try applying for MCDII program, it doenst require job offer and if selected by Morden you can potentially have the Manitoba pnp.
