Confused about SINP

Please, I need help: I have 65 points and I am eligible to apply for SINP. But as regards the proof of fund, is my fund to be in the bank three months prior to my APPLICATION, or prior to receiving ITA?

Also, can I cancel my SINP EOI and create another EOI anytime later without issues or penalties?

EOI is not an APPLICATION! Application is what you submit after you have been Invited to APPLY (that is why ITA is called like this). So the answer is yes, your funds are to be maintained for three months prior to your application (which is after you create EOI and recieve ITA).
