I'm a student on a Study Permit valid until March 2024. I'm trying to apply for the TS2023 (Earthquakes in Syria and Türkiye: Temporary immigration, passport and citizenship measures) but I'm not sure what forms to use.
According to the website (https://www.canada.ca/en/immigration-refugees-citizenship/services/earthquakes2023.html) and checklist, I need to fill form IMM 5710 because I'm a student and would like to change my status to a worker.
Here's what I do, please correct me if I'm doing something wrong:
So is it normal to fill form IMM5257 even though I'm in Canada? Am I applying for the wrong thing? I'm not sure on how to proceed. Any advice or recommendations will be helpful, this is my first time applying myself as I got my study permit through an agent.

- I sign in with my GCKey
- I choose Apply to Come to Canada under Start an Application at the bottom of the page. (The other options are unrelated)
- I answer the Come to Canada questions to get a reference code
- I'm provided with a document checklist of application forms and supporting documents that I need to upload
