Confused about forms needed for TS2023

Hello everyone,

I'm a student on a Study Permit valid until March 2024. I'm trying to apply for the TS2023 (Earthquakes in Syria and Türkiye: Temporary immigration, passport and citizenship measures) but I'm not sure what forms to use.

According to the website (https://www.canada.ca/en/immigration-refugees-citizenship/services/earthquakes2023.html) and checklist, I need to fill form IMM 5710 because I'm a student and would like to change my status to a worker.

Here's what I do, please correct me if I'm doing something wrong:

  1. I sign in with my GCKey
  2. I choose Apply to Come to Canada under Start an Application at the bottom of the page. (The other options are unrelated)
  3. I answer the Come to Canada questions to get a reference code
  4. I'm provided with a document checklist of application forms and supporting documents that I need to upload
However, my problem is that I'm asked to fill another form (Application for Visitor Visa (Temporary Resident Visa) Made Outside of Canada (IMM5257)) which asks for totally unrelated information as if I'm trying to enter Canada and I'm not asked to fill (Application to Change Conditions, Extend my Stay or Remain in Canada as a Worker (IMM5710)).

So is it normal to fill form IMM5257 even though I'm in Canada? Am I applying for the wrong thing? I'm not sure on how to proceed. Any advice or recommendations will be helpful, this is my first time applying myself as I got my study permit through an agent.

Are you planning to quit studying, is that why you are looking at changing your status?

No, I'm trying to obtain an open work permit alongside my study permit as I intend to complete my studies. According to TS2023, I can, but I seem to get the wrong forms to fill out as if I'm applying from outside of Canada

Through the TS2023 it talks about switching from 1 permit to another, I don't see it saying you can have both, maybe that is why you aren't able to get the form you want.

I see 2 ways you can have 2 permits.

Through the IEC program

I'm having the same issue. Have you solved the problem, or is it okay to move forward without IMM 5710?
What I did was create an account for my wife (she's on an open work permit through me) and add myself to her application. This way, I got the correct forms, and I explained my situation in the letter. Still waiting for the response..

Some people I know just filled in the forms needed and explained in the letter since they didn't have a spouse.
