confused about fingerprints

So I will be sponsoring my American wife as an outland applicant. I am confused on what to do with the fingerprints. When I look at the PDF on the government site it seems like a request form for fingerprints to be taken so that the applicant can use those fingerprints for a criminal record check. Is this true? Do we need to send the fingerprints in with the application?

My wife recently received her criminal record check from the FBI...all is clean...but there are no fingerprint on the forms. Does she have to go back to the FBI just for fingerprints? If so, how long does it take?

She must have sent her fingerprints (on the FBI FD-258 card) to the FBI, to have gotten her FBI IHSR letter, right?

All that she needs to include with her sponsorship application is the FBI letter; she does NOT need to send her fingerprints to CIC.

As mentioned above, CIC doesn't need her actual fingerprints. They just need the FBI certificate.
From personal experience, i would advise you to apply for the FBI records ASAP. My husband sent his end of december. They were received on Jan 4 and he didn't get his Certificate until mid April. Processing times are 13-15 weeks!
That being said, you don't have to wait to submit your sponsorship application until you have your FBI records.
We sent our packet to CIC with a delivery confirmation, showing that FBI records are being processed. They don't need the actual records until you get approved to sponsor and your file is transferred to your VO!

She has already received her FBI check...she is clean...as we knew. She is about to get her medical done then we will submit...just wanted to be sure we are good to go.
