Hi,
I have checked CEC - Eligibility in terms of Year and Experience.

Point 1 : Acquired at least 12 months of full-time (or the equivalent in part-time) skilled work experience in Canada in occupations that fall under Skill Type 0, or Skill Level A or B of the National Occupational Classification (NOC), - Understood.

Point 2 : Obtained the required work experience within the 36 months preceding the date their application is received - Can't understand It means that I need to fill PR file before 3 years.

Point 3 : Have at least 12 months of full-time (or an equal amount in part-time) skilled work experience in Canada in the three years before you apply, (I think point 2 and 3 both r same ).

Shall I submit file under CEC category after left the Canada?
I can't submit file after 3 years gone in Canada.

Thanks

It means you need 1 year of work experience in last 36 months/3 years. You can submit the application while being in Canada... and no later than 1 year after leaving Canada.

That Means I can submit file after 3 years in Canada. However, I can't eligible once left the Canada.
Is it?

I think you can apply so long as you apply within one year of leaving your job in Canada.

plan to live outside the province of Quebec
have at least 12 months of full-time (or an equal amount in part-time) skilled work experience in Canada in the three years before you apply,
have gained your experience in Canada with the proper authorization
apply while working in Canada or within one year of leaving your job in Canada
meet the required language levels needed for your job for each language ability (speaking, reading, writing, and listening).

You can submit the file as soon as you complete 1 year of work experience in Canada. No need to wait.

After two years, I have completed then they changed the rules as introduced 1 year eligibility.
Now Need to apply urgent before 3 years completed in Canada.

No, you misunderstand. It simply means that the work experience you are claiming cannot be older than 3 years, at the time you apply.

You can work for 10 years in Canada and still be eligible, but only the most recent 3 years will be considered.

You need to complete 1 year of skilled job (NOC O, A, or B) only. You're good to go for CEC application right now.

Can you extend your PGWP? Have you hit the limit already?
