There are STREAMS for each province and Job Offer might be one of the stream. Choose a province/s where your skill is in demand. Go thoroughly through their official website and select a stream which does not requires a job offer to apply, if the province has that stream. There are some provinces like Saskatchewan, Prince Edward Island etc. which doesn't requires job offer to nominate you, but some eligibility criteria you should meet. You might be interested in going through the below link, which leads to the official websites of all provinces.

Hey
Thanks for the prompt reply.
yes i have gone through the PNP list and have chose SINP-Saskatchewan Express Entry Sub-Category.
I have a degree in Bsc. Accounting and finance, and relevant experience.,also have my ECA with IELTS overall and each band score 6.5.
leading to CBS of 342 :(
the score will never ever going to come down for 300+ in future draws..and getting a job offer is a real tough target, thus i decided to apply for PNP..but still im bit worried as the threshold for SINP has been reached for 2016.
