Well, true, but making judgments about whether a relationship is genuine or not, based only on the documents presented in the PR visa application, and perhaps an interview, has got to be error-prone. So, at least CIC is making the applicant show good faith by being with the sponsor for two years at minimum. This won't weed out the determined fraudsters, who will simply buckle down and tough out the two years, but at least it will weed out those who disappear at the airport, or soon after landing.freya999 said:"It shouldn't bother genuine couples at all" is bad lie.
Only way to do this without effectiing genuine couples is cic has already identified the frauds, if cic is able to identify the frauds before issuing visas, they wouldn't bother making this "conditional PR". They're just giving themselves 2 years to fix the mistakes they might make at first place.
Nice to see that CIC sees the need for some sort of mechanism to adjudicate cases where the sponsor turns abusive.
