Conditional offer from Concordia University for Meng in Industrial Engineering

Hi! I got conditional offer from Concordia University for winter 2021 in MEng in Industrial Engineering. My Ielts score is 6(not less than 6). I will apply for SP along with OWP for my wife.
My timeline is B.Sc in Mecahnical Engineering 3.13(4) 17th among 105 from reputed university in 2009, Bangladesh
EMBA 3.6(4) 2013
Experience in Steel Manufacturing Industry 10 years.
I couldn't sit for IELTS due to pandemic situation. But I am going to seat again in September to waive of per-qualifying course. My requirement is 6.5.

My question is by this profile am I Ok to apply for SP and OWP for my wife by this conditional offer and IELTS score? Can I mention that why I couldn't seat for IELTS?

Anybody here with whom I can share my Study Plan?

you should be able to prove to the visa officer that you have met the condition(s) of your offer before you apply (English proficiency). Also, be conscious of the university's deadline to meet the condition.

I am sorry I couldn't get you. Would you please elaborate?

I want to explain in Study plan that I couldn't seat for IELTS due to pandemic. And definitely will seat for IELTS after SP application to waive the courses.

I have to complete one English course and must be obtain minimum B in first year. If I can show better IELTS score i.e 6.5 overall , this course would be waived.

Way better to clear IELTS before .. this course condition could be an issue getting visa approval...
