If you are not asking about a refugee program but about regular economic immigration - the answer is no.

Many many years and without any guarantee that you will be sent to Canada. Suggest you to read the link first.
Have you looked at the link yet? To qualify, you must already be recognized as a refugee by UNHCR or the government of the country where you are staying. You cannot apply from your home country. You can only apply once you have left your country and moved to a different country (and have refugee status there).
You cannot apply from Azerbaijan. You would need to move out of Azerbaijan to another country. Once you have moved to another country, you would need to be officially declared as a refugee.
Thousands apply for the spots. Without some connection, like a family member in Canada, willing to try to find an organization to sponsor you it unlikely to get a private sponsorship. There is huge demand for not a lot of spots. Your best chance is through economic immigration.
