Yes, it is common. If the partner needs a visitor's visa to get into Canada, actually manages to get one, and comes to Canada, this is exactly the kind of case where applying inland makes the most sense. It is not easy to get a TRV, so if the foreign partner leaves and applies outland, they may not be able to get another TRV to come visit, leading to a potentially long separation.
