To clarify, once her application is approved, your wife will receive two documents from she completes the process your wife will receive:
1) a visa counterfoil in her passport (this is a one-time-use immigrant visa that she can use to travel to Canada to land). When she lands, this visa counterfoil will be marked as used.
2) a CoPR - Confirmation of Permanent Residence - which is a one page document issued in duplicate (so she'll receive 2 legal sized pieces of paper). She will sign this CoPR in the presence of the immigration officer at the border when she lands to confirm the information included in the document and the border officer will also stamp it upon her landing. She will keep one stamped copy and CIC will keep the other (they keep the one with the photo and use it to issue her PR Card)
Once your wife has has a stamped PR, she will officially be a Permanent Resident of Canada. However, she cannot use the CoPR as proof of admissibility to Canada on a commercial means of transportation (e.g., plane) since the Canadian government deems them 'not travel documents'. Therefore, to board the plane, your wife will need either:
(a) her PR card, which she will receive several weeks after landing - currently just over a month. You can check the current timing at asp
(b) a travel document, which is a proof of status document issued by the Embassy of Canada
(c) to travel to the US (if she has a US visa) and drive/walk over the border. Since she won't be on a commercial means of transportation the CoPR can serve as proof of status as she crosses into Canada.
