If she has not the TRV yet; better be carefully with the date of passport expiration because usually CIC approve the TRV until time the passport is valid. I am from Colombia and people should change their current passport for a new one in the end of this year.

Hi

You really should consider an outland app. Bogota averages around 8-10 months.

There is no requirement for her to be outside of Canada while an outland app processes. You can continue exactly with your plan except apply outland instead of inland.
