If she has not the TRV yet; better be carefully with the date of passport expiration because usually CIC approve the TRV until time the passport is valid. I am from Colombia and people should change their current passport for a new one in the end of this year.

You really should consider an outland app. Bogota averages around 8-10 months.

Well, we're not really huge fans of being long distance and constantly traveling to see one another (I spend around $700 every 2 weeks just on visits), this is the primary reason for wanting to do the PR while going to school here. Length of application aside, do you think our plan is feasible? Thanks

There is no requirement for her to be outside of Canada while an outland app processes. You can continue exactly with your plan except apply outland instead of inland.
