As per the list of recognized participating colleges for PGWP of CIC-- http://www.cic.gc.ca/english/study/institutions/participants.asp ,there are only 2 colleges and 2 Universities in the entire province of Saskatchewan. They are- Parkland College and SIAST.
And in these 2 colleges, THERE ARE NO POST GRADUATE LEVEL CERTIFICATE OR DIPLOMA COURSES OFFERED. So, If you want to study PG level course in Sask. province, your only option is pursuing PGD/Master's at Univ. of Sask. or Univ. of Regina.
And, for that you not only need minimum 6.5 IELTS overall with no bands less than 6.0, but also good academic grades (min B average/70%) in your UG degree, as most Universities across Canada 've higher admission standards.
If you are looking for PG level certificate /diploma.. look towards Ontario, BC, Alberta etc.
Yes, ONLY If you are opting for certificate/diploma programmes (pursued after 10TH/12th std), at the 2 colleges in Sask. province - SIAST & Parkland college, then the min. English lang. criteria is scoring min. overall 6.0 (with no bands less than 5.0) in IELTS.

SO U SEE... YOU NEED MIN 6.5 OVERALL TO APPLY TO ANY COURSE ..ANY LEVEL..in ANY COLLEGE/UNIV IN SASK. PROVINCE.. Only difference seems that for college level, individual band score is 5 min required and for univ. level it's 6 or above or may be 5.5 depending on the level and course.
So, it seems..if you want to study in Sask. province..even for diploma/cert level.. you must improve your IELTS score first.
Moreover, if you already are a graduate, it's not advisable to apply to a lower level course such as cert or diploma and instead apply for a higher credential programmes such as PG cert/diploma in colleges of Ontario, BC, Alberta etc. that too in your field of study/ area of work ex etc.
