www.red-seal.ca and you wil get more details, but the difficult part is that it seems you have to be in Canada to right the releveant exams for your trade or NOC code. No one on this forum has been able to offer 100% answer as to if one can write this exam from outside of canada.
Yes certificate of qualification can only be obtained whilst you are in Canada and you need to pass an exam also.
