"Within the 3,000 cap, no more than 100 new applications for each job under Group A below will be considered for processing. There is no sub-cap for jobs under Group B
The caps apply whether or not people have a qualifying offer of employment or a certificate of qualification from a provincial or territorial apprenticeship authority"
That means under Group A cap will always apply if either you have a Job offer or certificate of Qualification that means no more than 100 new applications for each job under Group A below will be considered for processing
If you don't have job offer or certificate of qualification, you can't apply under FSTC.
So if your brother is applying under group A he has to hurry up before application number reaches 100 in any category.
But I tell you from my experience that very few people can qualify under this programme so no worries. So far I have seen only one person on this forum who had applied under FSTC. Good luck to you..
