Close relative in Saskatchewan

Hello,
1) I have close relative in Saskatchewan but they are residing there since 5 months.can i apply in SINP by claiming points for having close relatives though as per application guide we can claim 20 points for close relatives only if they are living there from at least 12 months.
2) Is there any chance to get ITA with score 62 in SNIP?

You must wait for another six months meanwhile ask your relative to maintain the required docs as mentioned on sinp website to submit to claim close relative 20 pts like lease agreement ,salary slips ,utility bills and pr,health cards and driving licence etc
